Notice on the issuance of the "Interim Regulations on Requiring Foreign Students to Purchase Insurance by Institutions of Higher Learning"

In order to meet the needs of the rapid development of studying in China and optimize the environment for studying in China, our company has formulated the "Interim Regulations on Requiring Foreign Students to Purchase Insurance by Colleges and Universities" (hereinafter referred to as the "Insurance Regulations"). It is now issued to you, please immediately forward it to the relevant schools in the territory and strictly comply with it.

It is common practice to require international students to purchase medical insurance. Due to the different coverage of medical insurance purchased by international students in their home insurance companies, and the insurance company may not have a representative office in their destination country, which may cause complicated claims procedures or no claims at all, requiring international students to purchase medical insurance in their destination countries is currently the basic requirement for international students in most developed countries.

Since September 1999, our department has been purchasing student group safety insurance, student group additional accident medical insurance and student group hospitalization medical insurance (collectively referred to as comprehensive insurance for international students in China) for Chinese government scholarship students.

All departments (education commissions) and schools should seriously study and appreciate the significance of the "Insurance Regulations", start from the overall situation of campus stability and social stability, and understand that international student insurance is an important part of China's colleges and universities to maintain stability, deal with emergency response mechanisms, and protect the legitimate rights and interests of international students, and is an important part of the Chinese government and colleges and universities to optimize the study environment.

Please request schools, in close cooperation with selected insurance companies, to develop practical and student-friendly regulations (contracts) from September this year to the issuance of the 2008/2009 Academic Year Admission Prospectus, and to include this in the 2008/2009 Academic Year Brochure of each school.

Annex: Provisional Regulations on Requiring Foreign Students to Purchase Insurance by Institutions of Higher Learning

Provisional regulations requiring foreign students to purchase insurance by institutions of higher learning

1. These Regulations are formulated to meet the needs of the rapid development of the cause of studying in China, optimize the environment for studying in China, maintain the stability of institutions of higher learning, improve the emergency response mechanism for institutions of higher learning to deal with emergencies, and protect the legitimate rights and interests of foreign students (hereinafter referred to as "international students").

2. Starting from the 2008/2009 academic year, all institutions of higher learning must require international students who have been studying in China for more than six months (including those who continue to study for more than six months according to the original study plan) to purchase group comprehensive insurance in mainland China as a necessary material for their registration procedures for the new semester.

Institutions of higher learning decide whether international students who have been studying in China for less than six months must purchase group comprehensive insurance.

3. In order to ensure that the insurance protection standards enjoyed by international students of the same school are consistent, colleges and universities must select a life insurance company recognized by the China Insurance Regulatory Commission (http://www.circ.gov.cn), and must select a group comprehensive insurance company that includes the following basic contents:
